Biography
Rear Admiral Philip M. Kenul, NOAA (ret.) is Senior Vice President at TriVector Services and serves as Vice-Chair of ASTM International Committee F38 on Unmanned Aircraft Systems, where he helps lead the development of internationally recognized standards supporting the safe integration and scaling of drones and emerging aviation technologies.
He brings more than three decades of experience in aviation, maritime operations, and public-sector leadership. Throughout his career, he has been actively involved in the development, testing, and operational integration of unmanned systems, helping shape the evolution of UAS technologies from early government applications to today’s expanding commercial ecosystem.
Kenul is a recognized advocate for global harmonization of drone and AAM regulations and standards. He represents ASTM and industry interests across numerous international and national aviation forums.
He focuses on advancing standards-based approaches that enable safe, scalable, and interoperable drone and AAM operations. His work bridges technology, regulation, and industry collaboration to accelerate the future of autonomous aviation and aerial mobility.
