BIOGRAPHY

Marcel Kägi is a public servant with over 11 years of experience dealing with complex policy issues, most remarkably in international relations and emerging technologies. He has an Executive Masters in Public Administration from the London School of Economics (LSE) and has extensive experience representing Switzerland in UN and EU bodies, as well as bilateral negotiations.

Marcel has been the Director of Aviation Policy and Strategy Division at the Federal Office of Civil Aviation Switzerland in Bern since August 2021. In this role, he is in charge of defining the general conditions for the development of Swiss civil aviation, taking into account all aspects of sustainability, including economic, environmental and social factors. He also ensures that Switzerland plays an effective role in civil aviation organisations throughout Europe and the world.

From January 2019 to August 2021, Marcel was the Manager of the Innovation and Digitisation Unit and Head of Strategy at the Federal Office of Civil Aviation. During this time, he concentrated on creating and implementing a comprehensive strategy to position Switzerland at the forefront of disruptive innovation trends such as commercial drones and UTM. He also coordinated and represented Swiss interests in regulatory and policy-making efforts at the national and international levels. Besides that, Marcel initiated and led the establishment of a new innovation and digitalization unit, as well as a matrix structure at FOCA, to assist the organization in more effectively addressing relevant issues.

Marcel worked as a Legal and International Affairs Officer in Bern from November 2011 to December 2018, where he coordinated and represented Swiss interests in EU decision-making processes related to civil aviation safety, defined respective strategies, and negotiated bilateral aviation safety agreements with countries outside the EU. In addition, he coordinated and represented Swiss interests in national and international regulatory development in the field of emerging technologies such as commercial drones and space transportation.

Marcel Kägi has expertise in managing legislative, organisational and cultural changes in order to effectively implement strategies throughout his career. His achievements in aviation policy and international relations have increased Switzerland’s global presence and influence.
